Budget prep about election as much as county finances

County departments are asked to submit budgets for 2010-11 with 9 percent reductions in spending.

Wow.

The county must be in as bad financial shape as the state – which is, by most accounts, going to miss current year budget projections by several hundred million dollars and face another year of declining revenue.
